GST Registration in Mumbai Stuck? How to Reply to a Query (REG-03) and Fix Address-Proof Problems

Most GST registration applications in Mumbai that fail do so at one step: the officer's clarification notice in Form REG-03. The timelines (7 working days to reply), physical verification and biometric checks, the address-proof problems typical of Mumbai premises, and how to draft a REG-04 reply that gets approved.

Applying for GST registration is easy; getting it approved is where many Mumbai businesses get stuck. The usual reason is a clarification notice in Form GST REG-03, often about the address proof of the business premises. Miss the reply deadline or answer it badly, and the application is rejected. This guide explains the timelines and how to reply. For the basic process, see GST registration: when it is compulsory and how to apply.

The timelines that matter

Stage Time limit (CGST Rules)
Aadhaar authentication after submitting Part B of REG-01 15 days
Officer’s decision where Aadhaar authentication succeeded 7 working days; if the officer does nothing, the registration is deemed approved
Where Aadhaar authentication is not done, or the application is flagged for risk Up to 30 days, with physical verification of the premises
Your reply to a REG-03 notice, in Form REG-04 7 working days from the notice
Officer’s decision on your reply 7 working days from the reply

Applicants selected on risk parameters may be asked to book an appointment at a GST Suvidha Kendra for biometric Aadhaar authentication and document verification within the time given. Missing it holds up the application. A simplified registration route for small businesses also exists under Rule 14A; check whether you qualify.

Common REG-03 objections for Mumbai premises

Objection Typical cause How to answer
Address proof not in the applicant’s name Rented office, shop or gala Upload the registered leave and licence agreement and the owner’s latest electricity bill or property tax receipt, with the owner’s consent letter and identity proof
Consent letter not acceptable Unsigned, no owner ID, or address mismatch A fresh consent letter on the owner’s letterhead or plain paper, signed, with ID proof, stating the exact address as on the bill
Business run from home Flat in a family member’s name Consent letter from the owner (spouse, parent) with the electricity bill or property tax receipt, and a note on the nature of business at home
Chawl, SRA or old tenanted room No electricity bill in the owner’s name, or rent receipts only Rent receipts, the landlord’s or society’s letter, the electricity bill in whatever name it stands, with an explanation; take advice where documents are thin
Address on documents differs from the application Wing, floor, gala or plot number missing Explain the variation and upload documents showing the full address; consistency matters
Business activity unclear Vague description or wrong HSN/SAC codes Describe the business plainly and correct the codes where the portal allows
Premises found closed or unverifiable on inspection No signboard, no one present Ensure a signboard with the business name and someone present; offer a re-verification time in the reply

Drafting the REG-04 reply

  1. Read the notice word by word and list each point raised.
  2. Answer point by point, briefly, numbered to match the notice.
  3. Attach only relevant, legible documents, named clearly (“Leave_and_Licence_registered.pdf”). Blurry phone photos are a common cause of rejection.
  4. Where the portal allows amendments to the application in response to the query, correct the errors rather than only explaining them.
  5. File within 7 working days. Silence is treated as failure to reply.
  6. Keep a copy of the filed reply and the acknowledgement.

If the application is rejected (REG-05)

  • Read the reason given. If the rejection is plainly wrong, an appeal lies to the Appellate Authority within the time allowed.
  • Often it is faster to file a fresh, corrected application with the right documents.
  • Do not start trading as a registered person or collect GST before you have a GSTIN.

Prevent the query in the first place

  • Register your leave and licence agreement (it is compulsory in Maharashtra) before applying.
  • Complete Aadhaar authentication when the portal asks; it moves your application to the 7-working-day track.
  • Make sure the names and dates of birth on PAN and Aadhaar match exactly.
  • Put up a signboard at the premises; officers may visit.
  • If you also need a Shop Act (Gumasta) licence or Udyam registration, see Gumasta vs Udyam.
