An NGO DARPAN application that is stuck, returned or never produces an ID is one of the most common problems trusts and societies bring to the chambers. In almost every case the cause is not the portal but a mismatch between records. This guide lists the usual reasons and how each one is fixed.
The usual reasons
| Problem | Why it happens | How it is fixed |
|---|---|---|
| PAN not accepted at sign-up | The organisation’s name typed differently from the PAN, or a trustee’s personal PAN used instead of the organisation’s | Use the organisation’s own PAN and type the name exactly as on the PAN card |
| Name mismatch | The name on the PAN differs from the registration certificate (a dropped “The”, “Trust” vs “Charitable Trust”, a different spelling) | Correct the PAN, or the record that is wrong, at source before reapplying |
| Office bearer details rejected | Name or date of birth differs between a member’s PAN and Aadhaar | Update the member’s Aadhaar or PAN, or choose office bearers whose records match |
| Trustees on DARPAN differ from the register | A change report was never filed, so the Charity Commissioner’s register still shows former trustees | File the change report under Section 22, then update DARPAN |
| Address mismatch | The office moved but the registration certificate or last change report shows the old address | Report the change of address, then use the recorded address |
| Documents returned | Blurred scans, wrong file, missing pages of the deed or certificate | Upload clear, complete PDFs within the size limit |
| Wrong registration details | Registering authority, number or date entered incorrectly | Copy them exactly from the registration certificate |
| No OTP or no access | Mobile number or email of a former office bearer used at sign-up | Use current contact details of the chief functionary; recover or reset access |
Fix the source, not the form
Resubmitting the same details rarely works. The reliable approach is to line up four records first, so that the name, address and office bearers are identical on all of them:
- The registration certificate and the Charity Commissioner’s register (Schedule I)
- The organisation’s PAN
- The bank account
- Each office bearer’s PAN and Aadhaar
Once they agree, the DARPAN application usually goes through without further queries.
Updating DARPAN after a change of trustees
When trustees change, report the change to the Charity Commissioner first, ordinarily within 90 days. After the change report is accepted, update the office bearers on DARPAN so that both records match. Banks, grant portals and the FCRA process compare them. See sample formats for a trustee change.
Frequently asked questions
How long should DARPAN take?
Where the records match, usually a matter of days to a few weeks. Applications with mismatches are returned and take much longer.
Can we create a second account?
The account is linked to the organisation’s PAN, so the better course is to recover access to the existing account rather than start again.
Is there a fee?
No government fee is charged for DARPAN registration.
