Navratri Garba and Dandiya Events in Mumbai: Permissions, Loudspeaker Timings and Safety Rules

Navratri garba and dandiya events in Mumbai need permissions that depend on where and how they are held. Police and BMC permissions, the limited nights on which loudspeakers can run till midnight, noise limits and silence zones, ticketed events and music licences, society garba, and residents' rights.

From building compounds to stadium-sized ticketed events, garba and dandiya fill Mumbai’s Navratri nights. The legal requirements depend on the scale and location of the event, and the one rule that causes the most friction is the loudspeaker deadline. This guide explains it for organisers and residents.

Permissions by type of event

EventUsually needed
Garba in a housing society compoundManaging committee approval; police permission for loudspeakers
Public (sarvajanik) Navratri mandal with a pandal on a road or public landBMC pandal permission through the online single window, with police and traffic NOCs; Section 41C permission to collect donations if not a registered trust
Ticketed garba or dandiya eventVenue permissions, police permission, fire safety clearance, music licences, and compliance with tax on tickets
Event serving liquorA one-day function licence from the State Excise Department (rare at garba, but relevant for after-parties)

For the pandal process, see BMC pandal permission; the same online facility covers Navratri.

Loudspeakers: the 10 pm rule and the midnight exception

  • Under Rule 5 of the Noise Pollution (Regulation and Control) Rules, 2000, a loudspeaker or public address system needs written permission, and cannot be used between 10 pm and 6 am, except in closed premises such as auditoriums and banquet halls.
  • The State may permit use up to midnight on up to 15 days a year for cultural or religious festivals. These are shared across festivals, so only a few Navratri nights are covered.
  • In 2026, the Mumbai Suburban Collector notified relaxation until midnight for three Navratri nights (17 to 19 October). On every other night, the 10 pm limit applied.
  • Even on relaxed nights, the noise limits for the area apply, and silence zones (around hospitals, schools, courts and notified religious places) are off-limits.

Safety basics for organisers

  • Temporary structures, lighting and wiring must be safe; large events need fire safety arrangements and clear exits.
  • Plan crowd control, entry and exit, and parking with the police.
  • For ticketed events, ensure ticket numbers do not exceed the venue’s safe capacity.
  • Playing recorded music at public or commercial events usually needs licences from the copyright societies or labels concerned.

For residents: if the music won’t stop

  1. Check whether the night is a notified relaxation night; if not, loudspeakers must stop at 10 pm.
  2. Call 112 or 100 and give the exact location. A phone recording of the time and noise helps.
  3. For repeated violations, a written complaint to the senior police inspector, and then the Deputy Commissioner of Police, creates a record.

Frequently asked questions

Can garba in our building go on till midnight every night?

Only on the nights notified for relaxation, and only within noise limits. On other nights, outdoor loudspeakers must stop at 10 pm.

Does a society garba need police permission?

Using loudspeakers needs written permission under the noise rules, even inside a society compound.

Can an organiser cancel a ticketed event and keep the money?

Ticket buyers are consumers. If an event is cancelled or materially changed, a refund can be claimed and a consumer complaint filed. See consumer complaints.
